สพฐ.เตรียมนำเรื่อง “ปรองดอง“ ใส่ไว้ในชั้นเรียน ฝึกให้เด็กไทยรู้จักการใช้ชีวิตร่วมกับผู้อื่น สร้างสันติ ลดความแตกแยก เสนอตั้งกรรมการระดับกระทรวง กำหนดจุดเน้นการจัดการศึกษาในแต่ละช่วงชั้นผนวกเรื่องสำนึกหน้าที่พลเมืองเป็นจุดเน้นทุกระดับชั้น

(25พ.ค.) ดร.ชินภัทร ภูมิรัตน เลขาธิการคณะกรรมการการศึกษาขั้นพื้นฐาน ( กพฐ.) กล่าวภายหลังประชุมผู้บริหารสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน (สพฐ.) ว่า สพฐ. ได้รับมอบหมายเป็นเจ้าภาพหลักในการขับเคลื่อนการปฏิรูปหลักสูตรการเรียนการสอนและการวัดและประเมินผล ซึ่งภายในสัปดาห์นี้ สพฐ.เตรียมเสนอแต่งตั้งคณะกรรมการระดับกระทรวงเรียกชื่อ คณะกรรมเพิ่มคุณภาพผู้เรียนตามนโยบายปฏิรูปการศึกษาทศวรรษที่ 2 มีผู้แทนจากหน่วยงานที่เกี่ยวข้องร่วมเป็นกรรมการ อาทิเช่น สำนักงานคณะกรรมการการอุดมศึกษา (สกอ.) สำนักงานเลขาธิการสภาการศึกษา (สกศ.) สำนักทดสอบทางการศึกษาแห่งชาติ (สทศ.) สำนักงานรับรองมาตรฐานและประเมินคุณภาพการศึกษา (สมศ.) สถาบันส่งเสริมการสอนวิทยาศาสตร์และเทคโนโลยี (สสวท.) รวมถึงสถาบันอุดมศึกษาที่รับผิดชอบการผลิตและพัฒนาครู ทั้งนี้ เมื่อนายชินวรณ์ บุณยเกียรติ รมว.ศธ. ลงนามแต่งตั้งกรรมการแล้ว จะมีการจัดประชุมโต๊ะกลมวันที่ 10 มิ.ย.เพื่อระดมสมองทำกรอบการพัฒนาหลักสูตรและการวัดผล

เลขาธิการกพฐ. กล่าวอีกว่า การพัฒนาหลักสูตรครั้งนี้คงไม่มีการปรับรื้อหลักสูตรอีกเพราะ สพฐ.เพิ่งดำเนินการปรับหลักสูตรและประกาศใช้หลักสูตรแกนกลางการศึกษาขั้นพื้นฐาน พ.ศ. 2551 ในปีนี้ แต่จะทำจุดเน้นการจัดการเรียนการสอนในแต่ละช่วงชั้น ซึ่งจะทำให้การจัดการเรียนการสอนของแต่ละโรงเรียนมีเอกภาพสอดคล้องกันมากขึ้น และสามารถพัฒนาผู้เรียนไปสู่เป้าหมายที่ต้องการได้ และจะต้องมีการเชื่อมโยงหลักสูตรและการวัดผลด้วย ตั้งเป้าไว้ว่าภายในเดือนมิ.ย.นี้ คณะกรรมการชุดนี้จะคลอดแผนพัฒนาหลักสูตรที่ชัดเจนออกมา ซึ่งแผนดังกล่าวจะนำไปสู่การพัฒนาทั้งระบบไม่ว่าจะเป็นการพัฒนาครู พัฒนาระบบการนิเทศการศึกษา การแนะแนวการศึกษา
ดร.ชัยพฤกษ์ เสรีรักษ์ รองเลขาธิการ กพฐ. กล่าวว่า สำนักวิชาการและมาตรฐานการศึกษา ได้จัดทำจุดเน้นในการจัดการศึกษาทุกระดับชั้นออกมาเป็นตุ๊กตาเพื่อเสนอเข้าสู่ที่ประชุมโต๊ะกลมวันที่ 10 มิ.ย.โดยช่วงชั้นที่ 1.จะเน้นให้เด็กอ่านออกเขียนได้ คิดเลขเป็น ช่วงชั้นที่ 2 เน้นอ่านคล่อง เขียนคล่อง คิดเลขคล่อง เพิ่มทักษะการคิด และทักษะชีวิต การรู้จักพึ่งตนเอง ช่วงชั้นที่ 3 เน้นให้มีทักษะชีวิต ทักษะการคิดวิเคราะห์ การแสงหาความรู้ ทักษะทางไอซีที ภาษาอังกฤษ ภาษาต่างประเทศเพื่อเตรียมความพร้อมในการก้าวสู่ประชาคมอาเซียน และช่วงชั้นที่ 4 เน้นกระบวนการคิดวิเคราะห์ขั้นสูง มีทักษะชีวิตที่ดี การพัฒนาทักษะทางไอซีที รู้จักแสวงหาความรู้ด้วยตนเอง การเตรียมความพร้อมเพื่อเรียนต่อระดับอุดมศึกษาหรือเพื่อเตรียมพร้อมในการประกอบอาชีพ

รองเลขาธิการ กพฐ. กล่าวอีกว่า จุดเน้นการจัดการศึกษาแต่ละระดับชั้น ควรจะสอดคล้องกับเป้าหมายหรือลักษณะพึงประสงค์ที่ต้องการให้เด็กเป็น ซึ่งในปัจจุบันเรื่องความปรองดองมีความสำคัญมาก และมีความจำเป็นเร่งด่วนที่จะสอนให้เด็กรู้จักการอยู่ร่วมกับผู้อื่นในสังคมได้อย่างสันติ เพราะฉะนั้น สพฐ.จึงเตรียมเสนอให้การจัดการศึกษาทุกระดับชั้นมีจุดเน้นในการสร้างให้เด็กรู้จักสำนึกในหน้าที่พลเมืองที่ดี โดยแยกออกเป็น 3 ประเด็น คือ การปรองดอง สถาบันพระมหากษัตริย์ และประชาธิปไตย แต่ละระดับชั้นสามารถจัดกิจกรรมหรือการเรียนการสอนเกี่ยวกับเรื่องนี้ที่เหมาะสมกับวันของเด็กได้ โดยเฉพาะเรื่องการฝึกให้เด็กรู้จักการทำงานร่วมกับผู้อื่น การสื่อสารและการคิดวิเคราะห์
