นายองค์กร อมรสิรินันท์ เลขาธิการคุรุสภา เปิดเผยผลการประชุมคณะกรรมการคุรุสภาว่า ที่ประชุมได้หารือถึงกรณีที่สำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน (สพฐ.) ได้เปิดสอบบรรจุและแต่งตั้งบุคคลเข้ารับราชการครูและบุคลากรทางการศึกษา ตำแหน่งครูผู้ช่วยครั้งที่ 1/2553 ใน 69 เขตพื้นที่การศึกษา และได้ประกาศผลการสอบแล้ว ปรากฏว่าผู้ที่สอบได้มีทั้งกลุ่มผู้มีใบอนุญาตประกอบวิชาชีพครู กลุ่มผู้มีใบรับรองสิทธิ และกลุ่มผู้ที่ยังไม่มีใบใดๆ เลย โดยทางสำนักงานเขตพื้นที่การศึกษา (สพท.) ต่างๆ ได้สอบถามมายังสำนักงานเลขาธิการคุรุสภาว่า จะแก้ปัญหาให้แก่ผู้ที่สอบได้ในกลุ่มที่ยังไม่มีใบอนุญาตฯอย่างไร ซึ่งที่ประชุมได้พิจารณาแล้วมีมติให้จัดประชุมบอร์ดคุรุสภานัดพิเศษในวันที่ 31 พ.ค.นี้ เพื่อพิจารณาออกใบอนุญาตประกอบวิชาชีพครูให้แก่ผู้ที่สอบขึ้นบัญชีได้

เลขาธิการคุรุสภากล่าวอีกว่า ในการแก้ไขปัญหาดังกล่าวนั้น ทาง สพท.ทั้ง 69 เขตพื้นที่ฯ ที่เปิดสอบบรรจุจะต้องจัดส่งบัญชีรายชื่อผู้สอบได้ทั้งหมดมายังสำนักงานเลขาธิการคุรุสภาภายในวันที่ 28 พ.ค.นี้ เพื่อนำชื่อผู้ที่สอบได้มาตรวจสอบว่าได้มาตรฐานวิชาชีพหรือไม่ และจะได้ออกใบอนุญาตฯให้ภายในวันที่ 31 พ.ค.นี้ เพื่อนำไปใช้ประกอบการบรรจุได้เลย อย่างไรก็ตาม ในการประชุมบอร์ดคุรุสภาปกติของเดือน พ.ค.นี้ ได้มีการอนุมัติออกใบอนุญาตฯไปแล้ว 7,000 กว่าราย แต่ยังไม่ได้ตรวจสอบว่าบุคคลในกลุ่มนี้เป็นผู้สอบได้กี่ราย ทั้งนี้ หากบอร์ดคุรุสภานัดพิเศษได้อนุมัติใบอนุญาตฯให้แก่ผู้ใด ก็จะมีการนำชื่อขึ้นเว็บไซต์ของคุรุสภาว่าได้อนุมัติให้ใบอนุญาตฯแล้ว ซึ่งทาง สพท. และผู้สอบได้สามารถเข้ามาตรวจสอบรายชื่อได้ หรือมารอรับใบอนุญาตฯตัวจริงได้ทันที ส่วนกรณีที่สำนักงานคณะกรรมการข้าราชการครูและบุคลากรทางการศึกษา (ก.ค.ศ.) ระบุว่าบุคคลที่สอบแข่งขันได้ต้องมีใบอนุญาตประกอบวิชาชีพครูมาแสดงในวันรายงานตัว หากไม่สามารถแสดงใบอนุญาตฯได้ ต้องถูกยกเลิกการขึ้นบัญชีทันทีนั้น เรื่องนี้ไม่น่าจะนำมาเป็นเงื่อนไข โดยส่วนตัวเห็นว่าเรื่องนี้เป็นอำนาจของ ผอ.สพท.ที่จะใช้ วิจารณญาณในการพิจารณา และตนทราบมาว่า ก.ค.ศ.มีแนวโน้มที่จะออกกฎว่าตั้งแต่เดือน ต.ค.2553 เป็นต้นไป จะต้องใช้ใบอนุญาตฯตัวจริงสมัคร เพื่อไม่ให้เกิดปัญหาฟ้องร้องในภายหลัง
