นายชินวรณ์ บุณยเกียรติ รมว.ศึกษาธิการ เปิดเผยภายหลังการประชุมผู้บริหารองค์กรหลักของกระทรวงศึกษาธิการว่า ที่ประชุมได้หารือถึงความพร้อมในการเปิดภาคเรียนที่ 1 ประจำปีการศึกษา 2553 เนื่องจากปีนี้มีทั้งสถานการณ์ที่ไม่ปกติและฉุกเฉิน โดยได้กำชับให้ผู้บริหารทั้ง 5 องค์กรหลักติดตามและดูแลเพื่อให้ปัญหาต่างๆ ลดน้อยลง และไม่ส่งผลกระทบต่อการเรียนของนักเรียนดังนี้ ติดตามโครงการเรียนฟรี เรียนดี 15 ปีอย่างมีคุณภาพ โดยให้รายงานผลให้ตนทราบเป็นระยะพร้อมทั้งสรุปผลการดำเนินงานในเดือน มิ.ย. รวมทั้งเรื่องการสละสิทธิ์การรับเงินอุดหนุนค่าเครื่องแบบ และอุปกรณ์การเรียน เพื่อนำเงินส่วนดังกล่าวไปช่วยเหลือโรงเรียนที่ขาดแคลน ส่วนหนังสือเรียนมีการจัดซื้อจัดจ้างไปกว่า 90% และจัดส่งถึงสถานศึกษาแล้วเสร็จวันที่ 25 พ.ค.นี้

รมว.ศึกษาธิการ กล่าวอีกว่า ที่ประชุมยังได้กำชับให้ดูแลปัญหาการทะเลาะวิวาทของนักเรียน นักศึกษา รวมถึงการจัดกิจกรรมรับน้องใหม่ของสถาบันอุดมศึกษาต่างๆ โดยให้เน้นย้ำการสร้างความปรองดอง รู้รักสามัคคี และจัดกิจกรรมที่เป็นประโยชน์ แก่นักเรียน นักศึกษา รวมทั้งกำชับให้ดูแลเรื่องความประพฤติของครู โดยเฉพาะข้อกังวลเกี่ยวกับกรณีการลงโทษนักเรียนที่ต้องดำเนินการตามระเบียบของ ศธ. เพื่อไม่ให้เกิดปัญหาฟ้องร้องภายหลัง นอกจากนี้ ได้รับทราบรายงานความคืบหน้าการขับเคลื่อนการใช้หลักสูตรแกนกลางการศึกษาขั้นพื้นฐาน พ.ศ.2551 เพื่อเป็นกลไกหนึ่งในการขับเคลื่อนการปฏิรูปการศึกษาในทศวรรษที่สอง ซึ่งในปีนี้เป็นปีแรกที่ใช้หลักสูตรใหม่ในชั้น ป.1, ป.4, ม.1 และ ม.4 ในทุกสถานศึกษาทั่วประเทศ ซึ่งสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน (สพฐ.) จะจัดทำสื่อตัวอย่างการจัดการเรียน การสอน การวัด และ การประเมินผล ซึ่งจะมีการสร้างความตระหนักว่าหลักสูตรคือเป้าหมายหลักของการพัฒนาคุณภาพการศึกษา.
