จากกรณีเสียงวิพากษ์วิจารณ์ถึงคุณสมบัติของ ศ.ดร.ชาญณรงค์ พรรุ่งโรจน์ ผอ.สำนักงานรับรองมาตรฐานและประเมินคุณภาพการศึกษา (สมศ.) เนื่องจากยังไม่ลาออกจากราชการจากจุฬาลงกรณ์มหาวิทยาลัย เพราะตำแหน่ง ผอ.สมศ.ต้องทำงานเต็มเวลา ทั้งยังดำรงตำแหน่งกรรมการสภามหาวิทยาลัยเอกชน 5 แห่ง โดยนายชินวรณ์ บุณยเกียรติ รมว.ศึกษาธิการ ให้ประธานบอร์ด สมศ.ชี้แจงการดำรงตำแหน่งของ ผอ.สมศ.นั้น

นายชิงชัย หาญเจนลักษณ์ ประธานคณะกรรมการบริหาร สมศ. ชี้แจงว่า ศ.ดร.ชาญณรงค์ได้ทำเรื่องขอลาออกจากการเป็นอาจารย์จุฬาฯ เป็นเวลา 4 ปี เพื่อมารับตำแหน่งผู้อำนวยการ สมศ. ซึ่งระหว่างนี้จะไม่ได้รับเงินเดือนจากจุฬาฯ เป็นการลาออกจากราชการชั่วคราว ไม่ใช่การทำเรื่องยืมตัวจากราชการ เพราะ สมศ.ไม่มีนโยบายยืมตัว หากยืมตัวจริงทาง สมศ.ก็ต้องเป็นผู้ทำเรื่องขอยืมตัว ส่วนกรณีที่ ศ.ดร.ชาญณรงค์ยังคงเป็นกรรมการสภาฯอื่นอยู่นั้น ก็ไม่ถือว่าขัดต่อ พ.ร.ฎ.การจัดตั้งฯ แต่อาจจะมีข้อสงสัยในเรื่องของความโปร่งใสในการประเมินคุณภาพของมหาวิทยาลัยที่ ผอ.สมศ.เป็นกรรมการสภามหาวิทยาลัยอยู่

"คนในวงการศึกษาจำนวนมาก ก็มีตำแหน่งซ้ำซ้อน แต่เป็นการซ้ำซ้อนแบบให้ประโยชน์ ทั้งตัว ผอ.สมศ.ไม่มีอำนาจ และไม่มีส่วนได้ส่วนเสียกับการประเมิน เพราะมีคณะกรรมการดูแลโดยตรงเป็นการเฉพาะ ผมมองว่า ข้อเสียคือ ทำให้สังคมตั้งข้อสงสัยกับ สมศ. และข้อดีก็มีคือ ช่วยปรับปรุงระบบต่างๆของสถาบันอุดมศึกษาได้ ทั้งนี้ ในการประชุมบอร์ด สมศ. วันที่ 25 พ.ค.นี้ ผมจะหารือบอร์ดว่า ศ.ดร.ชาญณรงค์ควรลาออกจากกรมการสภามหาวิทยาลัยหรือไม่ และเพื่อไม่ให้เกิดข้อสงสัยเกี่ยวกับความโปร่งใส ผมจะใช้ระบบของสำนักงานกองทุนสนับสนุนการสร้างเสริมสุขภาพ (สสส.) คือ ในการประชุมแต่ละครั้งจะต้องให้ผู้อำนวยการ หรือผู้ที่เกี่ยวข้องทำแบบสอบถามว่าตนเองมีส่วนได้ส่วนเสียในการประชุมครั้งนั้นๆหรือไม่ เช่น หากการประชุมที่มีประเด็นเกี่ยวข้องกับมหาวิทยาลัยต่างๆที่ ศ.ดร.ชาญณรงค์ เป็นกรรมการสภาฯอยู่จะไม่สามารถเข้าร่วมประชุมได้" ประธานบอร์ด สมศ.กล่าว

ด้าน ศ.ดร.ชาญณรงค์กล่าวว่า ตนจะต้องลาออกจากตำแหน่งอาจารย์จุฬาฯ และกรรมการสภามหาวิทยาลัยเอกชนทั้ง 5 แห่งหรือไม่นั้น ขึ้นอยู่กับความเห็นของบอร์ด สมศ. เพราะการดำเนินงานต่างๆของตนก็อยู่ภายใต้การกำกับดูแลของบอร์ด.
